Tanjung Pinang Immigration Detention Center Conducts Comparative Study at USU Library

MEDAN – The First Immigration Analyst of the Tanjung Pinang Central Immigration Detention Center (Rudenim) Tondi Namora, S.S., visited the University of Sumatra Utara Library on Monday, March 25, 2019. His arrival was welcomed by the Head of Information Technology Support Murniaty, S.Sos., accompanied by the Head of Technical Support Elisa Ekaningsih, S.Sos., and the Head of Reference and Information Literacy Sub-Division Evi Yulfimar, S.Sos.

The visit was a manifestation of the Tanjung Pinang Central Rudenim’s plan to improve its work program in order to fulfill Human Rights (HAM), one of which is by establishing a Detainee Reading Park. The definition of a detainee is a Foreigner who is a resident of the Immigration Detention Center who has received a detention decision from an Immigration Officer (Article 1 number 35 of Law Number 6 of 2011 concerning Immigration).

During the visit, Tondi Namora directly saw the library management process starting from collection procurement activities, processing, library services, USU library management information systems, and collection maintenance.

Regarding the plan of Tanjung Pinang Immigration Center to establish a Detention Reading Park, Murniaty provided input for Tanjung Pinang Immigration Center to consider appointing librarians who are experts in library management. USU itself has a Library and Information Science department under the Faculty of Cultural Sciences whose alumni are ready to carry out library activities professionally. Based on his experience, this is more effective and efficient for building a library or reading park.

Another thing that could be an added value for Tanjung Pinang Immigration Center is if at any time the government through the National Library (Perpusnas) has a new program to improve community welfare, of course, Tanjung Pinang Immigration Center can participate in the activity.

Librarians themselves already have an organization under the auspices of Perpusnas called the Indonesian Librarian Association (IPI) which aims to improve the professionalism of librarians in Indonesia. The existence of this organization can be used as a forum to overcome various problems in a library. One example is for the procurement of library materials, a library can submit an application to the National Library or the Regional Library Service, which usually assesses eligibility to receive assistance based on the presence of its librarians.

The meeting, which lasted about two hours, ended with an exchange of souvenirs by both parties. Before parting, Murniaty stated that the USU Library is ready to assist the Tanjung Pinang Immigration Office in building a library in terms of knowledge and experience.
